shunt modification

I have heard of such a device called a 'smith clip' although not seen one or know who makes it. Apparently it clips into the hole of the shunt like a fold back paper clip, [and i assume] you attach the string to it rather than directly into the shunt. It is designed to break free of the device under a shock load, allowing regular descent and normal operation of the shunt. Is this true? If so, who make them? Will it make the shunt IRATA legal again?
